The U.S. Coast Guard says it intercepted two vessels carrying fuel to Cuba as the Trump administration tightens its fuel blockade. The Grace, a roughly 300-foot cargo ship, was stopped on Sept. 5 between Cuba and Mexico after allegedly using "dark fleet" tactics. Earlier this summer, the Coast Guard also seized the Jaira Provider, carrying about 210,000 gallons of fuel. The blockade has sharply reduced Cuba's fuel imports, contributing to nationwide blackouts and shortages
